Parameters:

file - The file of JSON.

The machines from that file. Not null.

Throws:

IOException - If anything goes wrong with file access.

JsonParseException - if underlying input contains invalid JSON content

JsonMappingException - if the input JSON structure does not match the structure of JSONified spalloc configuration
